US-59 (the future I-69 / Navy Memorial Highway) runs through the heart of Victoria, and the DeTar campuses sit just off it on either side of town — DeTar Navarro near the downtown side, DeTar North on the growing north side. Citizens Medical Center is on Medical Drive near Victoria College, about 5 minutes from the US-59/Guadalupe Street interchange. Riverside Park’s trail system along the Guadalupe River is where a lot of Victoria moms walk in the third trimester — flat, shaded, and a 5-minute drive from both hospital systems. Victoria College and the University of Houston–Victoria campus bring a younger demographic to the central part of the city.

How it works

What Doula & Midwife Support Looks Like in Victoria

Not sure what the difference is?

A midwife is your medical provider: she can deliver your baby, write prescriptions, and monitor your health. A doula is your support person: she keeps you comfortable, informed, and emotionally held, but doesn't do medical tasks. You can have both, and many Victoria moms do. A doula walking alongside an expectant mom, offering continuous labor support

Victoria is a regional hub that sits at the crossroads between Houston, San Antonio, and Austin — literally where US-59, US-87, and US-77 converge in the Texas Coastal Plains. It’s an agricultural and oil town with a working-class heartbeat and deep multi-generational roots. The birth community here is small and steady; Citizens Medical Center branded their maternity unit as the “Citizens Birth Center,” and DeTar Healthcare System provides the city’s other major hospital option. Families from surrounding counties — Calhoun, Goliad, Refugio, DeWitt, Lavaca — travel to Victoria for delivery, making advance planning especially important.

Continuous labor support

A doula stays with you from early labor through delivery. No shift changes, no leaving the room.

Evidence-based comfort techniques

Breathing, counter-pressure, position changes, proven to reduce C-section rates and shorten labor.

Advocacy before and during birth

Your doula helps you understand your options and practice saying what you want, before you're in the delivery room.

Postpartum follow-up, too

Most Victoria doula packages include at least one postpartum visit, because birth support doesn't end at delivery.

Whether this is your first baby or you're preparing for a VBAC, understanding what a doula does, and how a doula can change your birth experience, can help you decide what support is right for you. Planning for a specific scenario? Read our VBAC birth plan guide or our C-section birth plan template.

Can My Doula Come to the Hospital With Me in Victoria?

This is one of the top questions Victoria moms ask, and the answer matters. Most hospitals in the Victoria area do allow doulas, and many have explicit policies supporting continuous doula support during labor. Post-COVID visitor restrictions have mostly lifted, and hospitals generally recognize that doulas are not visitors: they're part of your care team.

That said, it's smart to call your hospital before labor starts and ask directly about their doula policy. Some questions to ask:

  • "How many support people can I have in the delivery room?"
  • "Does your hospital have a written doula policy I can review?"
  • "Are doulas counted as visitors or as part of my care team?"
  • "Is there a limit on support people during a C-section?"

Your doula will also know the policies at Victoria hospitals and can help you navigate any hoops. And if your hospital pushes back, your birth plan gives you a written document that shows you've thought this through. grab the free template here.

Citizens Medical Center

Citizens Medical Center, on Medical Drive near Victoria College, is a 317-bed hospital that branded its maternity unit as the “Citizens Birth Center” — not to be confused with a freestanding birth center, as this is a hospital-based unit. Citizens has a verified Level II NICU stated directly on their website, along with lactation consultants and free prenatal classes. If you’re delivering at Citizens, having your birth plan ready makes the intake conversation smoother — they handle births from across the region and move fast. Use our free hospital birth plan template so your team has something clear to work from.

DeTar Healthcare System

DeTar Healthcare System operates two campuses in Victoria — DeTar Navarro on the south side and DeTar North on the growing north side — and provides maternity care and delivery services. DeTar confirms obstetric and newborn services on their website, though the specific NICU level is not stated — contact the hospital directly for current NICU level verification. If we’re being real, Victoria families are fortunate to have two separate hospital systems in one mid-sized city, but that also means knowing which campus your OB delivers at before you’re in labor.

Hospitals listed for reference only. True Joy Birthing does not endorse any specific provider. Always call ahead to confirm doula and visitor policies during your hospital tour. For more questions, see our doula FAQ or our birth plan checklist.

How Much Does a Doula Cost in Victoria?

In the Victoria area, birth doula packages typically range from $700 to $1,500. That usually includes prenatal visits, your birth, and postpartum follow-up. See our full doula cost breakdown for what's included and what to ask about. If you're also thinking about support after baby arrives, learn what a postpartum doula does and how one can help.

If that number feels steep, you're not alone, and there are options:

  • Medicaid: Good news: your state covers doula services through Medicaid. See the details below.
  • HSA/FSA: Many families don't realize that doula services can often be paid for with HSA or FSA funds, since birth support qualifies as a medical expense under most plans. Check with your plan administrator.
  • Sliding-scale doulas: Many Victoria doulas offer payment plans, sliding-scale fees, or reduced packages. Don't be afraid to ask.
  • Student doulas: Doulas in training often attend births at reduced rates. It's a great option if budget is tight.

Does Medicaid or Insurance Cover a Doula in TX?

Contact your plan directly to confirm coverage before hiring, as not all plans have completed their doula network setup. Call Texas Medicaid at 1-877-543-7669 or visit YourTexasBenefits.com.

Whether doula services are partially covered varies by plan in the Victoria area. Check whether your plan covers out-of-network doula services, and whether HSA or FSA funds can help cover out-of-pocket costs. Contact your provider directly to confirm.

What About a Midwife in Victoria?

If you're considering a midwife, you're in good company. More Victoria moms are choosing midwifery care each year. Here's what to know:

Not sure whether you need a doula, a midwife, or both? Our doula vs. midwife guide breaks it down clearly.

  • Certified Nurse-Midwives (CNMs) work in hospitals and birth centers and are covered by Medicaid in all 50 states.
  • Midwives vs. OBs: Midwives spend more time with you: longer appointments, more conversation, less rushed. OBs are surgeons trained for complications. Both are valid choices for different situations.
  • You can have both: Many Victoria practices pair midwives and OBs so you get midwifery-style care with a doctor backing you up if needed.
  • Birth centers: Victoria doesn't currently have a freestanding birth center, but midwifery care at local hospitals is still a great option.
